Joseph Alexander Lay: Suspicious Person

Joseph Alexander Lay was born 31 Oct 1891 in New Orleans, LA to Joseph Alexander Lay (1864-1896) & Euginie Moreau (1865-1904).

Joseph's father was a cigar maker at age 16 and then learned the shoemaker trade from his German father. They all lived in New Orleans for many years. I traced Joseph Senior's father Joseph H Lay who had slaves in 1840 a total of 8 and 15 free colored and white folks according to the census record. He was a shoemaker in 1860 and 1870.

Joseph Alexander Lay lost his father when he was a small boy and he and his mother moved in with his mother's sister until she died in 1904, he was about 13 years old. His Uncle taught him to be a printer in his print shop.

Lets talk about his charges because I know you are wondering how he could go to jail for being a suspicious person.

Can you be charged with suspicion?

To arrest someone on suspicion of a crime (instead of just detaining them because they have reasonable suspicion), police must have probable cause. ... It requires a reasonable basis for believing that a crime was committed. Police also need probable cause to do a search or receive a warrant.

I didn't find any newspaper clippings but I would bet he did time in the Louisiana State Prison. I found no marriage record and he died 21 Jan 1922 in New Orleans, LA.

Unfortunately you can not search through the Louisiana State Prison records on LDS Search by a person's name and if so I couldn't figure it out.
