New Orleans, Louisiana.
I didn't find any records for him other than these. The newspaper mentioned he had joined the Navy. He was in Illinois and Memphis, TN before arriving in New Orleans. I checked newspapers for him and didn't find anything.
I made him a tree and added everything to it, hopefully someone will see his mugshot and know his story.
