Lucien F Lamoureux: White Slavery

Lucien Francis Lamoureux was born 10 Feb 1878 in Montreal, Canada, to Francois Xavier Lamoureux (1830-1890) and Marie Rose Delima Emélie Stéphanie (1849-1889). He came to America in about 1895.

On 13 Feb 1900 he enlisted into the Spanish America War at New York City as a Pvt. in 10 Inf Company c Army. He was 22 years old and a Bookkeeper at the time. The 1900 Census has him living at Santa Cristina Barracks, Cuba, Military and Naval Forces

He was dishonorably discharged 21 Mar 1901, for desertion. By then he was still a Pvt. but in 47th NY Vols.

Marriage #1 occurred on 9 Jun 1903 in Los Angeles, CA to Elizabeth "Bessie" Marray (1879-1952). 

They had one child together: Walter Francis Lamoureux (1904-1955)

I found no divorce records.

1907 he was living in San Antonio, TX working as a bookkeeper

Marriage #2 occurred on 24 Feb 1913 in Los Angeles, CA to Alma Martin  (1891-1921).

No children:

21 Mar 1921 he was received at Leavenworth Prison for White Slavery. He was in El Paso, TX. Arrested at Los Angeles, CA.

According to Ura's naturalization papers dated 1947 they were separated.

Age 51

Occupation: Bookkeeper for Southern Pacific Railroad Co.

Marriage #4 29 Dec 1938 to Edyth Naomi Henry (1914-1984)

They had one child that has passed and several other that might be living so I wont list them: 
Lucien Francis Lamoureux Jr.
(1942-2009)

Lucien Francis Lamoureux died 6 May 1976 in Duval, Florida.

I never found one divorce record, I also checked newspaper clipping for his White Slavery crime and found nothing. Below is a definition.


White Slave Traffic
Main article: International Agreement for the suppression of the White Slave Traffic
The International Agreement for the suppression of the White Slave Traffic is a series of anti–human trafficking treaties, the first of which was first negotiated in Paris in 1904. It was one of the first multilateral treaties to address issues of slavery and human trafficking. The Slavery, Servitude, Forced Labour and Similar Institutions and Practices Convention of 1926 and the International Convention for the Suppression of the Traffic in Women of Full Age of 1933 are similar documents.

White Slave Traffic Act of 1910
Main article: Mann Act
To battle sex trafficking in the United States, in 1910 the US Congress passed the White Slave Traffic Act (better known as the Mann Act), which made it a felony to transport women across state borders for the purpose of "prostitution or debauchery, or for any other immoral purpose." As more women were being trafficked from foreign countries, the US began passing immigration acts to curtail aliens from entering the country such as the Emergency Quota Act of 1921 and the Immigration Act of 1924. Following the banning of immigrants during the 1920s, human trafficking was not considered a major issue until the 1990s.

Criminal Law Amendment (White Slave Traffic) Bill
An attempt was made to introduce a similar law into the UK between 1910 and 1913 as the Criminal Law Amendment Act 1912. Arthur Lee would state in the House of Commons: "the United Kingdom, and particularly England, is increasingly becoming a clearing-house and depot and dispatch centre of the white slave traffic, and the headquarters of the foreign agents engaged in the most expensive and lucrative phase of the business."  South America was stated as the main destination for the trafficked girls. The Spectator commented that "the Bill has been blocked by a member [alluding to Frederick Booth ] or members who, for various reasons consider that it is not a measure which ought to be placed upon the statute book" as it would affect the liberty of the individual.

  1. Good morning Gwen. That is some incredible information about my Dad. I only knew him after he was 71 years old and my mother, Edyth, told the children very little about Dad's previous life. Thank you for sharing this information. i will try to fill in more blanks. Was he imprisoned for at Leavenworth for desertion or white slavery? The second time in Folsom was for writing bad checks.   3. Good evening Gwen. I continue to try to balance the Dad i knew and loved with the man that he was in his earlier years. I am so grateful to you for taking the time to research and document his early life. He was a great Dad to me and my 4 brothers and one sister. it saddens me that he struggled so much when he was younger. it seems that when he meant and married my mother, Edyth, he realized that his past was not what what he wanted to do with his remaining time in this life.   4. Dearest James, I am so thankful you reached out to me, I loved your dad's story and something kept pulling at me to write it. I almost didn't for fear people can be so mean and cruel, but in the end I looked at his eyes and knew I had too. He is in Heaven and you will see him again one day, hold on tight to that. God Bless
