I didn't find out much more about Mr. Rochelle and without knowing his first name it really makes it difficult. I did find an index for a military record that might be him.

It had been a fortified location since September 17, 1776, when New Spain established the presidio to gain a foothold in Alta California and the San Francisco Bay. It passed to Mexico, which in turn passed it to the United States in 1848.
I am hoping by posting this it will generate more information into Mr. Rochelle's life and maybe someone can find some newspaper articles on his crime as I looked on Newspapers.com and didn't find a thing.
