This was a transfer from San Quentin, this is what usually happened when a prisoner was not as much of risk or was about to be paroled.
Here are some newspaper articles I found for his 1936 crime.
I didn't find anything for his 1940 crime.
His mother was re-married I did not find his father, so he may have died when Frank was younger. Frank also had prison sentences in Texas as well.
I find it strange that the District Attorney would only charge him with robbery, why not throw the book at him?
